Arquivo Público do Estado do Rio de Janeiro (APERJ)
O Arquivo Público do Estado do Rio de Janeiro é o órgão responsável pela gestão, armazenamento, preservação e divulgação dos documentos produzidos pelo Executivo Estadual. Criado em 1931, o APERJ tem por objetivo garantir pleno acesso à informação visando apoiar a administração pública, o cidadão na defesa de seus direitos e incentivar a produção de conhecimento científico e cultural.
Originário de órgãos do poder Executivo do Estado do Rio de Janeiro e de coleções e arquivos privados, seu acervo é formado por documentos textuais, cartográficos, fotográficos, sonoros e audiovisuais de extrema relevância para o estudo da história e da sociedade fluminense a partir da segunda metade do século XVIII constituindo um inestimável patrimônio histórico do país.
A realização do Mãos à Obra no APERJ se reveste de grande importância para a instituição tendo em vista a oportunidade de contarmos com especialistas de várias instituições, estados e de 17 países da América Latina, Estados Unidos, Canada, Portugal e Espanha para o desenvolvimento de ações de conservação preventiva e preservação do acervo do Arquivo Público, possibilitando assim o tratamento adequado dos documentos e contribuindo para sua disponibilização à consulta para a sociedade.

Update on the results of the application and selection process for the APOYOnline Conference in Rio.
APOYOnline (Association for Heritage Preservation of the Americas, Inc.) is thrilled to update you about the response we have received concerning the upcoming APOYOnline 30th Anniversary Conference and Workshop in Heritage Preservation “30 Years Building Bridges and Pathways for the Preservation of Cultural Heritage in the Americas.” (September 23-27, 2019)
We have received over 170 applications from 16 countries to attend the conference, present papers and posters and to participate on “Workshop on Photographic Conservation, Fundraising, and Advocacy. This impressive response demonstrates the need for the continued robust support of heritage professionals in the Americas. We have currently finalized the selection process, and have been in touch with all the participants, and we will be sharing the program in the coming weeks.
Thanks to the generous support of our numerous sponsors and donors, APOYOnline is very proud to announce that it was able to award partial grants to ALL applicants.
It will be a great event.

Environmental Management Webinars and Workshops
In our January newsletter we announced a new two-year project, “Training Sustainable Environmental Management Teams for Cultural Institutions,” aimed at increasing the capacity of collections professionals to independently establish and maintain sustainable environmental management programs. Registration is now open for the project webinars and workshops. If you are unable to attend a webinar live, each webinar will be recorded and posted on IPI’s website for future viewing. Applications are required for workshop teams, and workshops will be offered across the country in 2020 to make content accessible to as many institutions as possible. These training opportunities are supported by a grant from the National Endowment for the Humanities (NEH) and registration is free. Content delivery will be led by IPI’s Christopher Cameron, Sustainable Preservation Specialist, and Kelly Krish, Preventive Conservation Specialist.
Environmental Management Tools
Environmental monitoring is the first step to sustainable preservation environmental management in cultural institutions and IPI produces environmental monitoring and data analysis tools designed specifically for use in cultural institutions. In addition, years of laboratory and field-based research also informs IPI’s published guides on how to implement sustainable preservation practices. Whether exploring how to start an environmental monitoring program, or looking to implement energy-saving strategies in your collections environments, be sure to review our environmental management tools to help you through the process.
Photo-safe Reference Guide in Spanish and Portuguese
IPI’s two-page photo-safe reference was developed to inform users of all the testing procedures used to evaluate whether or not certain photo storage, display, and labeling materials can be classified as chemically inert in accordance with the International Standard ISO 18902:2013 Imaging materials – Processed imaging materials – Albums, framing and storage materials. Published in English last year, Andrea Venosa, IPI Research Scientist, recently partnered with Beatrice Haspo and Amparo R. de Torres of APOYOnline in translating this resource into both Spanish and Portuguese. IPI is grateful for APOYO’s contributions in helping us achieve our goal of making this resource more widely accessible to cultural heritage professionals internationally.
IPI Research Highlighted at NEH for All
The National Humanities Alliance (NHA) is a coalition of organizations dedicated to advancing humanities education, research, preservation and public programs. NHA’s “NEH for All” is a digital clearinghouse that profiles influential National Endowment for the Humanities projects across the nation, and articulates how the Endowment benefits a wide range of communities. The first phase of NEH for All is now available online and highlights NEH support to IPI. In the coming months, additional profiles will be added so be sure to check back as the content evolves.
Graphics Atlas Videos
Three new videos that provide an overview of print and photograph materials, teach an easy step-by-step approach for photographic process identification, and show how to pair this approach to process identification with IPI’s online resource Graphics Atlas are available online.

Short Course on the Preservation of Digital Prints

Daniel Burge, IPI Senior Research Scientist, will present on the issues involved with digital print collection care. Topics include a definition of the term digital print, an introduction to the history and technologies of the most common digital printers, likely forms of deterioration for digital prints, general recommendations for care, as well as suggested naming conventions and descriptive terminology for cataloging and other records. Ample time for discussion will be available to ensure that all questions can be raised and addressed. A free continental breakfast will be provided. Seats are available on a first-come, first-served basis.

Christopher Cameron, IPI Sustainable Preservation Specialist will present “The Physical Storage Environment: Impacts and Solutions”
When it comes to creating a storage environment, institutions employ a variety of mechanical systems and space arrangements designed to extend the life of their collections. However, inefficient operation, faulty equipment, or inadequate environmental set points may cause damage to collection materials while consuming excess energy. This talk will summarize the pitfalls that many collecting institutions encounter within their storage facilities and introduces strategies to identify and correct them.
The Image Permanence Institute® (IPI) is an academic research center within the College of Art and Design at Rochester Institute of Technology (RIT) dedicated to supporting the preservation of cultural heritage collections in libraries, archives and museums around the world.

Museu Nacional do Brazil – update 9/9/2018
BNDES (Brazilian Development Bank) approved transferring R$25 million (6.25US$ million dollars) to the Federal Government to issue a solicitation for security, fire prevention and modernization projects in museums, archives and cultural institutions in Brazil. The solicitation should be published until the end of September. The intention is to avoid future disasters like the one occurred in the National Museum of Brazil. According to the President of BNDES, Dyogo Oliveira, “there are about 500 federal museums that would require such attention”. There are plans to incorporate an adjacent area close to the Museum to receive an annex of the Museum.
According to the Minister of Education the reconstruction of the Museum is a multi-jurisdictional effort which can take up to one year. The National Museum of Brazil is administered financially by the Federal University of Rio de Janeiro, which has autonomy to distribute funds received from Federal government.
Until he day of the fire, the National Museum of Brazil was functioning without the Fire Department seal of approval, which is a requirement by law for any construction to have. However, historical buildings in Brazil struggle with the challenges to comply with the current fire protection regulations and the regulations from the National Institute for Historic and Artistic Patrimony (IPHAN) that prohibit alterations in historic buildings.
This disaster may be another opportunity to discuss and resolve those issues, which would be of great impact for cultural institutions nationwide.

- Wikipedia is also collecting images. “There were over 20 million objects inside the #MuseuNacional. Did you take a photo of any of them? Help us preserve the memories of as many as we can and add them to @wikicommons,” Wikipedia tweeted Tuesday, (9/4) with an explanation on how to do so.

I sent a message on behalf of APOYOnline, informing the efforts of the network to connect and keep preservation experts from Latin-American and institutions from United States and Canada informed about the recovery efforts. I informed them of the many messages of solidarity I am receiving and the great interest to collaborate with the conservation community in Brazil during the recovery efforts. We stand ready to assist with expertise, research, supplies and hands-on work on the recovery of the collections and emergency disaster management actions.
I want to end this update with the translation of what was written on the floors in front of the National Museu: “All those who enter this place, protect it, as it safeguards documentation that reveals the culture of a generation and a mark in the history of a people who knew how to build their own future”.

Mil gracias en mi nombre y en el de la comunidad de conservadores del Brasil por su apoyo en esta tragedia. Estamos muy agradecidos!!!
Desde mi última conversación con los miembros del grupo de trabajo ayer, he sido informada de que no se les permite entrar al edificio todavía para hacer una valoración de los daños o para sacar los objetos que puedan ser recuperados .
La investigación que está llevando a cabo el FBI del Brasil no ha terminado. Por consiguiente, el área sigue clausurada y nadie puede tocarla hasta nueva orden. La estructura es frágil y están utilizando drones para ayudar con la investigación.
Adicionalmente, ante todo, las estructuras internas y externas del edificio deben asegurarse. Hay un riesgo inminente de que algunas paredes internas se derrumben. El gobierno del Brasil está transfiriendo fondos a la Universidad Federal de RJ para poder contratar compañías que aseguren el edificio. Esto parece por el momento que será un proceso largo.
También se presentan muchos retos en la coordinación para un evento de tal magnitud, ya que están involucradas varias jurisdicciones y Ministerios del gobierno del Brasil y entidades internacionales tales como UNESCO y otras. Esta situación no tiene precedentes y ha generado ansiedad y confusión al tratar de organizar la respuesta.
Aunque nosotros (los conservadores) queramos tener los objetos en nuestras manos lo antes posible, nuestra comunidad debe mantenerse a la espera en este momento. Mientras tanto, estamos tratando de coordinar esfuerzos para cuando se nos permita hacer algo; desgraciadamente, todavía no tenemos una idea clara de lo que se pudiera rescatar y no sabemos cuánto tendremos que esperar. Los empleados y los investigadores que trabajaban con estas colecciones están enfrentados a estos mismos retos.
APOYOnline seguirá en contacto con colegas brasileños para coordinar esfuerzos ofrecidos por los miembros de nuestra red para la recuperación de las colecciones y donación de materiales necesario para esto. Toda ayuda es bienvenida y necesaria. Gracias
